Federal markets and reliability

The Federal Energy Regulatory Commission oversees wholesale electricity sales, interstate transmission, and interstate natural gas pipelines, and it enforces rules against market manipulation that can reach traders, generators, and financial participants. Manipulation cases often turn on intent, so trading strategies and the reasons behind them get close attention. Separately, owners and operators of the bulk power system register with the North American Electric Reliability Corporation and must follow mandatory reliability standards, including cybersecurity standards for critical assets. Violations can be found through audits, self-reports, or incidents, and penalties are assessed through the reliability organization and its regional entities, subject to review by the federal commission. In New York, the regional grid operator adds its own market rules and monitoring.

State oversight of utilities and retail suppliers

Retail service in New York is regulated by the Public Service Commission. Utilities face rate proceedings, service quality standards, and safety obligations, while energy service companies, the retail suppliers that sell gas and electricity to customers through the utility's system, face strict rules on what products they may offer to residential customers and how they market and enroll them. Door-to-door and telemarketing practices have drawn particular scrutiny. Developers of solar, storage, and other projects deal with siting, interconnection, and permitting requirements that can involve state and local agencies at once. A delay or denial at any of those levels can shift financing and contract deadlines, so the regulatory calendar belongs in the project plan.
