Single adults, unmarried couples, and same-sex couples all qualify in New York. Eligibility is rarely the obstacle. What creates risk is notice. A putative father registered with the State must be notified. Skipping that step does not speed anything up — it moves the vulnerability to the end, where a completed adoption can be challenged.
