Your title is valid the moment it is delivered — what recording does is stop a competing claim from taking priority over it. In the Bronx, recording runs through ACRIS, administered by the Department of Finance rather than the County Clerk, as it does in Manhattan, Brooklyn, and Queens. Staten Island follows a different route. The tax filings are the gatekeeper. A deed will not record without the required transfer tax returns and the RP-5217 equalization form. Most recording delays we see are not defects in the deed. They are incomplete tax submissions. And recording is not review. The Department records what is presented.
