He is an economics and public-finance expert who, drawing on some 35 years of public service ranging from price and budget policy to international economic cooperation, has designed a bridge between public policy and private investment. After entering public service as a deputy director at the Ministry of Government Administration, he led public policy overall while overseeing policies in the areas of prices, budget, industry, and social affairs at core national fiscal institutions such as the Economic Planning Board, the Ministry of Planning and Budget, and the Ministry of Economy and Finance. In particular, he served in key positions such as Second Vice Minister of Economy and Finance, Senior Presidential Secretary for Economic Affairs at the Office of the President, and Ambassador of the Permanent Delegation of the Republic of Korea to the OECD, making substantive contributions not only to domestic fiscal policy but also to international trade and cooperation. Based on the experience he accumulated at the forefront of policy and coordination as head of the private-investment system team at the Ministry of Planning and Budget, planning and budget officer at the Ministry of National Defense, and Deputy Minister for Budget at the Ministry of Economy and Finance, he provides expert insight into the legal and financial issues that accompany public investment and budget execution. He currently serves as a chair professor at Hankyong National University, nurturing future generations while actively continuing lectures and advisory activities spanning both the public and private sectors.
