Custody and visitation are outside its authority. A parent who needs both resolved will end up in Superior Court regardless, and starting there avoids doing the process twice. Parentage comes first where the parents were not married. It can be established by genetic testing or by a voluntary acknowledgment — and the acknowledgment is more binding than most people signing one understand. After a short window, it can be challenged only on narrow grounds such as fraud, duress, or material mistake of fact. The District uses an income shares model. Both parents' incomes are combined to determine the total obligation, which is then divided in proportion to income. This differs from jurisdictions that apply a percentage to the non-custodial parent's income alone. An order is not self-executing. Income withholding is the default collection method, and arrears cannot be reduced retroactively — relief runs from the date a modification is filed.
