In particular, it is known that many parents hesitate to report cases out of fear that their children will be stigmatized or suffer time and emotional damage from being investigated by the police.

- "It seems absurd to have this kind of influence on children as they grow up. Who would readily report it in order to protect the children? I cannot recommend that anyone report it..."

- "We investigated whether the seven victims, including the parents, who consumed drugged drinks are also subject to punishment. Under the current law, those who take or administer drugs without knowing are not punished."

However, even if you have a simple part-time job, you can be punished if you hand over drugs.

- “If you deliver something even vaguely knowing that it is a narcotic, you may be subject to punishment.”

The police urged active reporting and tip-offs, saying that only when many cases of damage are confirmed can the sentences for those involved in the incident be increased, and it is easy to track down higher-ups.
