“I laughed at them and made fun of them.” Why was the female middle school student accused of being a perpetrator of school violence acquitted?

As a middle school student who was identified as a perpetrator of school violence was sentenced to 'no action' by the School Violence Countermeasures Review Committee, attention is focused on the background.
According to local legal circles on the 23rd, the Ulsan Gangnam Office of Education's School Violence Countermeasures Deliberation Committee issued a 'no action' decision against middle school student A, who was accused of bullying a classmate at the same school last February.
Ms. A was identified as a perpetrator of school violence last year after being reported by Ms. B, a classmate attending the same school.
The claim was, “Miss A felt ashamed because she made ridiculing and teasing remarks in the presence of other classmates.”
However, Ms. A completely denied the claims, saying, “I was not even a close friend of Ms. B” and “there were no special incidents or anecdotes at all.”
Attorney Hwang Gyu-hwa of the Daeryun law firm, who participated in the academic violence committee deliberation process as an assistant, argued that “the report was made without clear evidence.”
Attorney Hwang emphasized, "Even some of what Ms. B claims is ambiguous because she heard it from others. Ms. A has never done any of the things reported."
He also expressed his opinion, saying, "Such a report is another wound and a great shock to innocent Miss A," and added, "A wise decision must be made to prevent any student from being unfairly labeled as a perpetrator of school violence."
The Ulsan-Gangnam Office of Education's Academic Violence Committee, which heard the case, ruled that Ms. A was 'not guilty'.
Attorney Hwang pointed out, “Recently, as the types of school violence recognized as school violence, such as verbal violence and cyberbullying, have become more diverse, related reports are also increasing,” adding, “As reports can be filed with just the statement of the victim, there are many reports of false accusations or reverse harm.”
At the same time, he emphasized, "If you are involved in school violence, it is important to quickly get help from a professional lawyer as it can have a significant impact on your future personal life, including college entrance exams."
