Last year, the response rate for school violence victims was found to be 2.1%, the highest in six years.
Despite successive measures, the school scene appears to be increasingly bruised by violence.
In particular, starting this year, records of school violence are mandatory to be reflected in college entrance exams, and the 'reporting war' over whether or not it is school violence has become heated.
Reporter Byeong-soo Ahn covered the story.

This is the record of a school violence committee held at an elementary school and a middle school last year.
It was a case of sexual harassment and social violence committed by a classmate, and both cases resulted in reports to the police.
▶ Standing: Byeongsu Ahn / Reporter
- "These are lawsuit materials related to the school violence committee involving an elementary school student. Although it is a single case, the amount of documents is as large as a complex criminal lawsuit."
The analysis is that from next year's college entrance exams, the fact of school violence will be reflected as a factor in deducting points, and the fight within schools to somehow avoid recognition of school violence has intensified.
▶ Interview: Attorney specializing in school violence
- “With the college admissions issue at stake, there are more and more cases of people responding and reporting school violence.”
The number of cases reviewed by the school violence committee the year before last was 23,000, and there is a possibility that this will increase rapidly in the future.
In actual school settings, there is a widespread perception that one must report first to win.
▶ Interview: Parents of students involved in school violence
- "That's what everyone, including the student affairs teacher, says. If you report first, that person will definitely have the upper hand. (The school also knows) that there are many unfair cases. There are dozens of appeals a year..."
Education authorities have announced the 5th basic plan to prevent school violence and have begun to extinguish the overheated atmosphere.
In the case of first and second graders of elementary school, instead of postponing the review of school violence, it was decided to support restoration of relationships.
Some suggest that this type of mediation attempt will be effective in reducing indiscriminate reporting and reducing school violence.
▶ Interview (☎): Naeun-jeong / Lawyer
- "There is a need for clear protection measures for student victims. In some cases, it is necessary to establish a system that focuses on restoring relationships between students rather than punishing them..."
The Ministry of Education announced that it will create an environment in which conflicts between students can be resolved educationally.
