Hello. I am a customs attorney. To import items such as firearms, swords, and explosives, you must necessarily obtain the permission of the relevant agency under the 「Act on the Safety Control of Firearms, Swords, Explosives, and Other Such Items」.
Firearms and explosives require an import permit from the Commissioner General or the commissioner of the local police agency, whereas shotguns, swords, sprayers, crossbows, and chemical products can be imported with the permission of the local police agency commissioner alone.
However, imitation firearms are prohibited from import altogether under the relevant laws, so caution is needed.
