Are accidents occurring outside the workplace also recognized as occupational injuries?

I recently lent money to a friend, but I haven't received repayment by the promised deadline, and I can barely reach them now. It seems they had no intention of repaying from the start — I'm wondering if fraud charges apply. I'd like to know the difference between a complaint and a report, what procedure is appropriate in my case, and what should be included in a complaint/report along with what evidence.

If certain requirements are met, accidents occurring outside the workplace can also be recognized as occupational injuries.
If a worker suffers injury, disability, or death due to an accident while performing work outside the workplace at the direction of the employer or due to work necessity, it is in principle considered an occupational injury and relief through industrial accident compensation insurance is possible.
However, not all external accidents are recognized as occupational injuries.
In the following cases, it is highly likely not to be considered an occupational injury.
ㆍ Accidents that occurred while engaging in acts deviating from the employer's specific instructions
ㆍ Accidents that occurred during private actions unrelated to work
ㆍ Accidents that occurred while deviating from the normal business trip or movement route
For workers whose work location is not fixed due to the nature of their work, the period from the start of work to before leaving work after completion is considered the work range.
If an injury or disability occurs due to an accident or death during this process, it can be recognized as an occupational injury.
As such, even for accidents that occurred outside the workplace, comprehensive review of the existence of work orders, relevance to work performance, and circumstances of the accident can change whether it qualifies as an occupational injury.
