1. The Client Who Came to the Daegu Attorney

Article 2 (Definitions) The terms used in this Act are defined as follows.

Article 4 (Prohibition of Handling Narcotics by Persons Other Than Narcotics Handlers) (1) No person other than a narcotics handler shall engage in any of the following acts.
1. The act of possessing, owning, using, transporting, managing, importing, exporting, manufacturing, dispensing, administering, transferring, trading, arranging trade of, or providing narcotics or psychotropic drugs
Article 60 (Penalty Provisions) (1) Any person who falls under any of the following subparagraphs shall be punished by imprisonment for up to 10 years or a fine not exceeding 100 million won.
2. Article 4 (1), a person who trades, arranges the trade of, transfers, possesses, owns, uses, manages, dispenses, administers, or provides psychotropic drugs falling under Article 2 (3) (b) and (c) or psychotropic drugs containing such substances, in violation thereof, or a person who issues a prescription containing psychotropic drugs
(3) Attempts to commit the offenses prescribed in paragraphs (1) and (2) shall be punished.
Under the Narcotics Control Act above, even a person who did not use or possess narcotics but attempted to purchase them with such intent and failed may be punished.
