Yes, neglect also constitutes child abuse.

Acts where a guardian neglects a child in a dangerous environment or fails to provide the child with necessary food, clothing, shelter, compulsory education, or medical measures are classified as "neglect," which is one type of child abuse.

Also, the act of not protecting and abandoning a child also constitutes child abuse.

Child abuse refers to physical, mental, or sexual violence and cruel acts by adults including guardians that may harm a child's health or welfare or hinder normal development, or guardians abandoning or neglecting a child.

Types of child abuse include the following.

First, physical abuse refers to all acts where adults including guardians inflict physical injuries on a child in non-accidental situations or allow such injuries to occur.

Emotional abuse means sadistic acts that harm a child's psychology such as verbal insults, emotional threats, confinement, or restraint, also called verbal, mental, or psychological abuse.

Sexual abuse refers to all sexual acts performed by adults including guardians on children under 18 for the purpose of their sexual gratification.

And as mentioned earlier, neglect refers to the act of a guardian not providing the basic care necessary for a child or leaving the child in a dangerous state, and abandonment refers to the act of not protecting and discarding a child.
