We lived in a common-law relationship without marriage registration, how should we proceed with a common-law lawsuit?

I'm wondering if the Military Criminal Act also applies to civilians. I thought it was a law only applied to soldiers, but I think I heard some crimes apply to civilians too. And if someone who was a soldier committed a crime in the military but was discharged, are they punished under general criminal law? I'm wondering. Please reply!
