Repeal of the “Act on Improvement of the Mobile Device Distribution Structure”

The so-called "Mobile Device Distribution Act," enacted in October 2014, has persistently been criticized for side effects such as consumers feeling little real price relief, the entrenchment of collusion between mobile carriers and manufacturers, and the contraction of the low- and mid-priced handset market. In response, in June 2025 the government decided to fully repeal the law and announced a policy to establish new and flexible market regulations. We examine the changes in the distribution market resulting from the repeal of the Mobile Device Distribution Act.
